Combine baking flour, Anchor Milk Powder, grated coconut, baking powder, mixed spice, cinnamon powder, nutmeg, raisins and mix for even distribution of the dry ingredients.
Whisk eggs, add water or whole milk, molasses and melted margarine; add to the dry ingredients and mix to combine. Scrape batter into a greased baking tin.
To Make Topping: Combine grated coconut, brown sugar, crushed peanuts and cinnamon powder, mix well and spread evenly over the toto batter.
Put to bake in a pre-heated oven, 180°C (350°F) for 30 minutes or until a skewer inserted comes out clean.
