Combine flour, margarine, salt and water and mix to form a smooth dough. Cover and allow to relax for about 10 minutes.
Debone and flake the mackerel and set aside.
Heat saucepan, add 2 Tablespoons Grace Vegetable Oil and use to saute seasonings.
Combine the sauteed seasonings with the flaked mackerel and the Grace Mayonnaise and set aside. Roll out the dough on a lightly floured board and divide into 8 pieces. Spoon 1/4 cup of mackerel mixture on each circle. Brush the edge of the dough with water and seal using a fork.
Heat remaining Grace Vegetable Oil and use to deep fat fry patties for about 5 minutes or until lightly browned. Drain on absorbent paper.
To Serve: Serve with tomato slices and shredded lettuce leaves.
