In a bowl combine mayonnaise, lemon juice, sugar, Grace Caribbean Traditions Black Pepper and whisk until granules are dissolved.
Add celery, onion and the diced apples.
Flake the mackerel and add to the mixture along with the macaroni and toss well.
Recipe Note: Lime juice may be substituted for lemon juice.
To Serve: Arrange lettuce leaves on the base of the platter. Place the mackerel mixture on the lettuce leaves. Garnish with remaining julienne apples, peppers and chopped parsley.
